Bridge and Culvert Inspection and Repair Program

Overview

The Town of Hanover, Massachusetts is laced with numerous rivers, streams, and drainage channels. Consequently, there are also many roadway culverts and bridges of various sizes that call for regular inspections, ongoing maintenance and periodic repairs. The Department of Public Works is responsible for maintenance of all of these structures and recognized the need to develop a comprehensive program for inspections, assessment and prioritization of needs, and development of a multi-year program for effecting repairs. Environmental Partners has assisted the Town DPW in conducting inspections, preparing remedial maintenance work plans, assessing major repair needs, and designing the repair program for eight separate bridges and culverts. Two of the bridges are large granite structures that span to neighboring towns and represent wonderful historic assets for the Town.

Approach and Solution

Environmental Partners conducted initial inspections of numerous culverts and bridges, and then ranked the structures in terms of need, complexity, cost, and permitting issues. A multi-year program was developed with the DPW, recognizing elements that could be accomplished with Town staff, and establishing priorities for small scale maintenance versus large scale repairs. The DPW Director was able to take the plan to Town Meeting and succeeded in obtaining funding for the five-year program. Environmental Partners prepared plans and specifications for the bridge repair program and provided construction management services to the Town.
