Environmental Partners has been working with Town officials to resolve their ongoing wastewater collection, treatment and disposal issues through a privatization or Design/Build/Operate (DBO) initiative for a $19 million comprehensive wastewater management plan. Environmental Partners has been managing all aspects of the DBO project for the town, including full time oversight and vendor coordination.
In 1999, Environmental Partners was retained to assist the Provincetown in advancing a stalled wastewater facilities planning project. Our approach was to bring fresh ideas and new initiative to solving thorny cost and site selection issues related to wastewater collection, treatment and disposal facilities. One of Environmental Partners key accomplishments was to guide the Town through the privatization process for the entire project by which the $19 Million facilities will be constructed and operated for the next twenty years, thereby reducing costs, shrinking schedules and simplifying project implementation.
Working closely with Town staff and elected officials, as well as the Town’s wastewater project facilitator, Environmental Partners spearheaded a new evaluation of treatment and disposal sites that considered all key factors, including water supply considerations and that led to a cost-effective and environmentally acceptable plan. The result was a near unanimous vote of the 2000 Annual Town Meeting to locate the treatment facility at an old burn dump site far-removed from residential neighborhoods. The treated wastewater will be disposed of at subsurface leaching fields located along the State Highway – Route 6 – also far-removed from potential receptors.
Environmental Partners then conducted preliminary design activities leading to the procurement of design/build/operate bids from potential vendors, as well as final design and construction oversight. The following tasks were included:
