Phosphorus Control Planning in MA Communities

EP supports several Massachusetts MS4 communities that contribute stormwater discharge to the Charles River and these communities are therefore subject to developing a Phosphorus Control Plan or PCP, due to the river’s designated phosphorus Total Maximum Daily Load or TMDL.

The development of the PCPs vary for each municipality and are a very detailed dive into the management of existing Non-Structural controls (street sweeping, catch basin cleaning and leaf collection programs), existing Structural Controls (stormwater treatment BMPs) and planning for additional stormwater controls that will ultimately reduce the municipalities’ phosphorus loading into the Charles River.

These plans will document each community’s unique strategy, schedule, and anticipated costs, for how they will meet their required phosphorus reductions over the next 20 years.
